Upfront assessment of need process
From 1 July 2021 school students accessing VET courses commencing from 1 January 2022 will undertake the VET Readiness Orientation (VETRO) process. VETRO is triggered by a referral to training from a school to a training provider. On receipt of the referral the training provider will conduct the upfront assessment of need in accordance with the update UAN Guidelines (Incorporating VETRO for School Students) and the Process Map for Eligibility, Entitlement and Conducting VETRO.
To help training providers prepare for VETRO or for assistance after implementation, DIS has funded a VETRO Mentor Service delivered by the training providers who were part of the VETRO trial. For more information and contact details see below:
Employment Service Provider Referral Training Form
An Employment service provider can refer a job seeker to a training provider using the Employment Service Provider Referral to Training Form.
School Student Referral to VET form
A School Student Referral to VET form is required for any school student seeking to access subsidised training for course commencing 1 January 2022. For information on how to use and complete the form refer to the instructional guide.
On 1 July 2022 the version that will be linked to reporting functions for training providers in the Skills and Employment Portal will replace this practice version.
To help you manage all the information you receive through the School Student Referral to VET form, DIS have made VETRO Reports available through the Skills and Employment Portal. Learning and Support Report
The report consolidates all elements and outcomes of the UAN process and confirms to the Department in real time that UAN process has been completed in full.

To interpret the literacy and numeracy needs of an individual, complete the CSPA Interpretation Report.
Upfront assessment of need fact sheets
It important that prospective students and employers understand the benefits of the UAN and these fact sheets have been developed to help training providers explain it. This includes a fact sheet for employment service providers, jointly prepared by DIS and the Commonwealth Government, to help explain their responsibility when referring a job seeker to subsidised training.
Preparing for the implementation of VETRO for school students
The VET Readiness Orientation process will be used for all school students seeking access to an approved subsidised course commencing in 2022. VETRO is a subset of the Upfront Assessment of Need process. The following professional development will assist training providers who deliver to school student under subsidised training arrangements to prepare for the implementation of VETRO from 1 July 2021.
All training providers with a FAA are encouraged to review narrated presentations or the power point versions only were available, to assist with preparation and planning for implementation of VETRO from 1 July 2021.
