Employment Service Provider Referral to Training Form
Employment Service Providers must initiate an online referral to a training provider for any job seeker in receipt of benefits that they refer to subsidised training.
Training providers are encouraged to provide the link for the online form and following fact sheet to all referring employment service providers they work with.
School Student Referral to VET form
Schools must initiate an online referral to a training provider for any school student they refer to subsidised training.
Referrals for school students who seek to access a course delivered institutionally must include evidence of completion of a relevant VET pathway as part of their eligibility. The following guide provides important information for schools, training providers and school students on the range of activities and forms of evidence.
Training providers can access referrals initiated by schools through VETRO reports via the Skills and Employment Portal. Suitability and Support Needs Assessment
The following checklist identifies the seven key areas of suitability and support needs that training providers must assess. Training providers must ensure that their normal selection processes such as interviews, self-assessment tools or questionnaires captures the evidence used to inform the suitability and support needs of the individual. The checklist can be used by training providers to record the outcome of the assessment but is not considered evidence of how the outcome was determined.
Literacy and Numeracy Assessment
Training providers must use the Core Skills Profile for Adults (CSPA) to undertake an assessment of literacy and numeracy in accordance with the UAN Guidelines. Access to the CSPA is provided at no expense under the Department’s licence to training providers with an FAA. Training providers must complete UAN training with a UAN mentor prior to the Department consenting to access to the CSPA.
The following provides information on the CSPA tool:
A practice assessment is available for adults or school students to download themselves so they can experience and complete a mini assessment of their reading and numeracy skills. The following link will enable them to register their own unique email address and be sent a link to access it. If they do not receive the link within 15 minutes they should check their ‘junk’ folders in their email inbox. At the end of the 6 reading and 6 numeracy questions they will be able to see online what they answered correctly or incorrectly and can go back and re-read the question. There is also an option to restart the practice assessment if they wish to try again before they exit. Once they exit the practice assessment they will not be able to use the link they received again and will need to re-register with a different unique email address.

The following is a fact sheet that training providers must give to schools to help them understand the information in the report produced by the CSPA, where the student has been identified as having gaps in their reading, writing or numeracy capabilities.
Training providers must ensure that the following online form is completed by a Literacy and Numeracy Specialist where the prospective student undertaking the CSPA did not meet the minimum levels for their course of choice. The ‘how to’ guide explains how to use the online form correctly and there is a video explanation available as well.
Learning and Support Report
Training providers complete the Learning and Support Report once they have conducted the UAN process to determine suitability, support needs and literacy and numeracy capabilities for all prospective adult students seeking access to a training place. The report is not used for school students as this information is captured in the VETRO process within the School Student Referral to VET form.
The report consolidates all elements and outcomes of the UAN process and confirms to the Department in real time that UAN process has been completed in full.
