Deliver subsidised training to school students and help them get a head start on their career pathway.

New VET for School Students Guidelines for Training Providers and subsidised courses – effective 1 January 2022.

From 1 July 2021 training providers will need to use the new VET for School Students Guidelines for students seeking to commence a subsidised course from Semester 1, 2022. To assist with preparations for implementation the new guidelines are now available to view.

The finalised list of subsidised courses available to school students, with an effective date of 1 January 2022 is now available to assist training providers and schools with planning for delivery.  These courses have been agreed as providing school students with Flexible Industry Pathways that lead to employment in key growth industries in South Australia. The Department will include the courses in the release of the STL late 2021. Information on these courses is provided to the schooling sectors through the publication of Flexible Industry Pathways information by the Department of Education.

All training providers with a FAA are encouraged to review the narrated presentation and FAQs from the information session held on 11 March 2021 on the Guidelines and course list.

Temporary waiver of work experience and prior VET – Advice for Schools and NTOs

We recognise the impact of COVID-19 containment measures on the ability for school enrolled students to undertake work experience or to plan and complete relevant VET subjects prior to their application to undertake TGSS in 2021. We advise that these requirements for school enrolled students as an essential component of acceptance into TGSS courses commencing in 2021, will be waivered.

NTOs will maintain their responsibilities under ASQA to determine suitability for all students prior to acceptance into a VET course.

Temporary work placement provisions – Advice for schools, NTOs and students

70- Hour Work Placement

In recognition of the current operating environment, we advise that for the period of COVID-19 containment measures it recognises the difficulty for TGSS participants to secure a work placement and will support flexibility for the minimum 70-hour work placement required as part of TGSS.

This flexibility applies to students undertaking vocational education and training (VET) in courses without a structured work placement.

Structured Work Placement

For students undertaking courses with a structured work placement embedded in a course, we advise schools, students and NTOs that students will be supported to complete their training when a work placement is available; the training place will remain subsidised and available to support students to complete their qualification whether they have completed the SACE, left school or are still enrolled in school.

We will advise the secondary school sector when it expects this temporary provision to be lifted.

New eligibility age for school enrolled students

From January 2021, students who turn 16 in Year 11 will be able to access subsidised training from the beginning of the school year.

Training Guarantee for SACE Students (TGSS)

As an approved TGSS provider, you can deliver subsidised training to secondary school students as part of their SACE (or equivalent).

The course needs to be a TGSS-approved course on the Subsidised Training List and on your Training Provider Schedule of Courses.

Student eligibility

To be eligible for the training guarantee, students must be:

  • in year 11
  • turning 16 years or older in year 11
  • enrolled in SACE
  • completing, or have completed, VET or work placement related to their career pathway.

Students will be guaranteed a funded place with you after completing school, when they:

  • successfully complete the SACE, including a minimum of 30 SACE credits of nationally accredited VET in certain qualifications and at least 70 hours of relevant work placement in an approved qualification
  • continue the certificate III (or higher) course started as part of their SACE.

Your TGSS responsibilities

Delivering training and assessment services under TGSS has particular responsibilities and you'll need to:

  • show a special duty of care to school students, even though the student’s school has the principal duty of care
  • carefully monitor students’ progress and provide support when it is needed
  • work together with the student’s school to help prepare an education and training plan for each student
  • regularly exchange information with the school about student attendance, engagement and progress
  • report all relevant student enrolment and completion data to schools in a timely way to make sure that schools meet the reporting requirements and timelines of the SACE Board
  • publish full, clear and correct information to students including:
    • occupational and educational outcomes for the qualification
    • course duration, course contact hours, delivery modes, expected non-contact study times and other obligations such as work placement that students need to fulfil to satisfactorily complete the course and
    • student fee policies including information about additional fees for incidental expenses that a student may be charged
  • provide appropriate learning support to students and meet the individual learning needs of each student to achieve successful outcomes
  • make sure that the student, the student’s family and the school are aware of the arrangements for the transition to the provider to take up their guaranteed place once the student has completed SACE (or equivalent) and left school
  • make sure that a guaranteed training place is available for the student to complete the qualification listed in the student’s education and training plan.

Apprenticeships and traineeships for school students

Students can earn while they learn and get a head start on their career through a school-based apprenticeship or traineeship.

To be eligible for a subsidised school-based apprenticeship or traineeship, students must be in year 10, 11 or 12 at the time of commencement

Benefits for students include:

  • starting their chosen career at school
  • earning a wage while they learn
  • hands-on industry experience in the trade or vocation of their choice
  • their VET contributes towards their SACE
  • a ready-made pathway when they finish school with their training converting to full-time or part-time.

Flexible Learning Options (FLO)

FLO is a strategy to support school students who have complex needs.

How it works

School enrolled students who are not able to meet the criteria for TGSS and who are designated by the Department for Education as FLO students may be eligible for subsidised training.

FLO allows a student enrolled in a state government secondary school in South Australia to be funded to undertake training options outside of the school campus while the school retains duty of care and responsibility for the student.

Step 1 – Meet eligibility requirements

FLO students seeking subsidised training must satisfy the following conditions:

  • be 16 years or turning 16 years of age in year 11 and,
  • have a FLO Case Manager assigned to them.

Step 2 – Obtain Exemption to eligibility requirements for subsidised training

FLO students must apply for an exemption to eligibility requirements through their school of enrolment. Their FLO Case Manager and their school’s FLO Coordinator completes Part A of the Form. The FLO Case Manager undertakes research into course options and providers and completes Part B and submits to Department for Innovation and Skills for approval.

Step 3 – Enrol in a course

If the application for exemption is approved a FLO Exemption Code is issued and the FLO Case Manager can contact the Training Provider identified in Part B and organise a face-to-face meeting with the FLO student.

The Training Provider assesses the suitability and eligibility of the FLO student and completes Part C.

If the Training Provider assesses the FLO student to be suitable and eligible for the course, the Training Provider can then proceed with the normal enrolment processes. When creating the Training Account, the Training Provider will enter the nine-character alphanumeric FLO Exemption Code into the Training Contract field.
