Quality and compliance monitoring

Our quality assurance activities are based on the following set of principles:

Education

We'll support you:

  • to understand the purpose of the South Australian Government's training and skills initiatives
  • with information and resources to assist your assessment of delivery and that any regulatory or contractual requirements are met.

Assessment

Contracted service providers and employers of apprentices and trainees need to meet publicly published assessment criteria.

Your applications will be assessed against the criteria and decisions that are fair a equitable will be clearly communicated to you.

Monitoring and compliance

Your performance and compliance will be monitored with the terms and conditions of your contract.

Employers of apprentices/trainees have their activity monitored to ensure they comply with the Training and Skills Development Act 2008 and meet their training contract obligations.

Monitoring is a continuous activity that involves analysing data and information from a range of sources, including service providers and employers themselves, to determine risk. Service providers and employers of apprentices and trainees are not directly impacted by continuous monitoring and will only be required to respond if a risk is identified. In such cases, this may involve a site visit, interview or records analysis.

If you're found to be non-compliant, you'll be given reasonable opportunity to address non-compliance prior to any action being taken. Action will depend on the nature and seriousness of the non-compliance.

Outcomes

Your education materials, assessment, monitoring and compliance processes will be periodically reviewed to ensure they are fit for purpose.

We'll support you to build your capability and to comply with contractual and legislative requirements.

You can access workshops, capability building projects and information to help you achieve quality outcomes.

Risk based approach

All training providers that have an Accredited Training Service Agreement (ATSA) are monitored by analysing data, including training subsidy claims and payments, as well as information from the Australian Skills Quality Authority (ASQA).

The data is used to create a training provider risk profile against a set of key indicators that have been modelled to identify risk. The risk profile is confidential and will not be shared with third parties.

The risk indicators include but are not limited to:

  • extent of compliance with national standards for RTOs, as identified by ASQA
  • complaints from stakeholders
  • implementation of the department’s Upfront Assessment of Need and Bridging Units policies and procedures
  • use of AVETMISS result codes
  • management of training accounts
  • management of students under the age of 18 and other vulnerable cohorts.

A RTO’s risk profile may result in the provider being more thoroughly monitored, which may involve a site visit and interview.

RTOs will be required to correct non-compliances.

ASQA is the national vocational education and training (VET) regulator and is responsible for ensuring RTOs are compliant with the national Standards for Registered Training Organisations 2015. We complement, not duplicate, the work of ASQA by ensuring that RTOs are compliant with the terms and conditions of their ATSA.
